The digital transformation of German schools has progressed slowly. Wi-Fi penetration is low, and paper textbooks and chalkboards remain the norm.
However, in 2019, the German federal government and the states jointly launched Digitalpakt Schule 1.0, investing €6.5 billion to advance digital infrastructure development in schools. Baden-Württemberg, building on this, established the Innovationsprogramm „Digitaltale Schule“ with €16 million, aiming to truly integrate digitalization into classroom teaching by the end of 2026.
Our speaker, Jia Juanjuan, is in charge of „Computational Thinking,“ one of the state-level projects aimed at cultivating computational thinking in secondary school students and establishing relevant teaching methodologies within the school system. It plans to be implemented in all 404 secondary schools in the state by the end of 2026. Currently, the project covers 303 schools in the state, with over 500 teachers trained.
In her presentation, Jia Juanjuan will share her professional experience. Why did a German government agency choose a Chinese to lead such a large-scale education digitization project? What does this project entail? How does the team collaborate? What challenges were encountered during its implementation? What feedback did teachers and students provide?
As a frontline participant in the project, Jia Juanjuan will share her observations and reflections.
About the Speaker

Jia Juanjuan, born in Yangzhou, Jiangsu Province. She graduated from Huaqiao University in 2014 and went to Germany in 2015. She holds a bachelor’s degree from the University of Freiburg and a master’s degree from the University of Osnabrück. She previously joined Bosch’s Shanghai headquarters as a member of the Bosch JMP High Potential Talent Program, responsible for the construction and implementation of internal process digitalization solutions. She now works at Landesmedienzentrum BW, leading the state-level innovative education project „Computational Thinking“.
